Good idea to continue for Tiffin residents What was a great idea in its initial year still is that as another paving season approaches. The program is the City of Tiffin's, through which residents can get their alleys paved. It's done on a half-and-half cost sharing arrangement between the city and the property owners along the designated portion of alley. More than 50 percent of the property owners must sign a petition agreeing to pay their share. The petitions are considered on a first-come, first-served basis up to the amount of money available for the city's share. The property owners' portion for last year's alley pavings were in the $500-$900 range. One property owner can pay for the whole thing, or it can be shared among the owners. The merits of the program lie in its flexibility. The city does not go around forcing alley pavings, nor does it pay the whole cost of surfacing certain alleys. Property owners along any stretch of alley in town can take part, simply by agreeing to pay a slice of the cost. It's the type of program that's suitable during a time when city coffers allow for it, but which can be suspended easily if municipal revenues drop off. Residents and their officials should be on the lookout for more processes through which citizens can cooperate with their local government to achieve progress.
