Commissioners fax city proposal on sewers & annexation

The Tiffin City Council has another proposal in hand from the Seneca County commissioners for a sewer district south of town.

Mayor Bernie Hohman presented a fax copy of a proposal which was drafted late Monday by county officials.

The council wanted specifications on the area and length of the proposed sewers and clarification of the issues surrounding property to be annexed into the city. There is to be a special meeting of the council at 5 p.m. Wednesday to discuss the latest proposal.

The proposed annexation rules would allow a property owner to annex immediately or not at all. Hohman said if the current owners sell the property, the buyer would have to annex.

It also was discussed that business would not have to come into the city for seven years, although they could enter immediately if owners chose. Also, it was discussed that the proposal should allow developers to connect into the sewer without a special permit.

The agreement centers on sanitary sewers which would run down SR 100 and SR 231.

The council also heard proposed legeslation from Hohman regarding sewers in the Pinecrest Drive, Westview Court and Melmore Street area. As part of the Gibson Run project, Pinecrest Drive will have to be rebuilt once the project is finished, a letter from Hohman stated.

''In the original design, properties on Melmore between St. Francis Avenue and Spayth (Street) were to be served by a sewer constructed north from the Gibson Run to Spayth,'' the letter stated. ''If the sanitary sewer is rebuilt from the Gibson Run sanitary sewer down Pinecrest Drive across Melmore Street to Westview Court, why not serve Melmore from this direction?''

Homan proposed Melmore Street residents be served by a sewer which would be placed down Pinecrest Drive. He proposed the sewer be put in place before the street is repaved.

''Since the sewer is to be rebuilt to Melmore on Pinecrest Drive, why not continue and include Westview Court upgrade?'' he stated. ''Both the Pinecrest Drive and Westview Court improvements were included as Project 2 & 5 of the November 1995 Jones & Henry Design Report.''

He also said much of the tile in that area is farm tile, which often is filled with water in addition to the sewer water. He said the new system would help control this excess water.

Hohman stated the city can do all this for an additional $80,000.
