Special Meeting of the Board of Education Independent School District 88

A Special Meeting of the Board of Education of Independent School District 88, New Ulm, Minnesota, was held at 7:30 a.m. on Tuesday, December 28, 2004 in the Board Room at the Annex Administration Building. Members present: Ackerson, Burkhart, Nierengarten, Ullery, Wachter, and Wieland. Also present were Superintendent Remme and Business Manager Luhring. Absent: Rieke. The meeting was called to order by Chairperson Ullery at 7:30 a.m. Burkhart/Wachter to accept the York/Haakon bid of $331,834 to provide HVAC Air Handling equipment for the Summer 2005 projects at Jefferson and Washington Schools as the low bidder did not meet the spec qualifications. (Approved 6-0) Mr. Scott Hogen updated the board with regard to heating and ventilation problems experienced prior to the Holiday Recess. The School Board of Independent School District 88 met in regular session on Thursday, December 16, 2004, at 7:00 p.m. in the Board Room of the Annex Administration Building. Members present: Nierengarten, Rieke, Ullery, Wieland, Ackerson, and Burkhart. Absent: Wachter. Also present: Superintendent Remme, Business Manager Luhring, Director of Curr./Instruction and Personnel Sprung. The meeting was called to order and guests were welcomed by Chair Ullery at 7:00 p.m. 1. Burkhart/Ackerson to approve consent items as presented: declared to be a legal meeting; approved the agenda with the removal of bid for mechanical equipment at Jefferson and Washington Elementary Schools, approved the December 9, 2004 Public Hearing and Regular Board Meeting minutes, approved wires and transfers totaling $425,000.00; approved the October 2004 Cash Balance Report; accepted donations from Mary and Lynn Richter and Hanska Charter School; approved the extracurricular contracts for Meredith Jones and Aaron Schumann and the revised Spring Extracurricular Assignment List (6-0) 2. Information Reports-Legislative Update, Superintendent's Report, Insurance Committee Report, Meet and Confer with Teachers Update and Announcements. 3. Dialogue Time: First Review and Comment of Policies was held regarding Policies #406-Public and Private Personnel Data; #620-Credit for Learning; Records Retention Schedule (Revised since 1986); and to repeal Policy #618-Assessment of Standards Achievement. The 2005-2006 budget targets were discussed. The board has asked the administrators to provide recommendations for $1.5-$1.6 million in reductions. 4. Nierengarten/Rieke for the development of specifications, bid documents and project management for the Asbestos Abatement Projects at Jefferson and Washington Elementary Schools by IEA in the range of $19,600 to $22,400 with directive to the Maintenance Supervisor to keep the board appraised. (6-0) 5. Wieland/Nierengarten to approve the Mediated Settlements with Wold and BKBM for $1.6 million and Minnetonka Plumbing, Paape Energy Services and Diamond Energy for $1.25 million. (6-0) 6. Nierengarten/Ackerson to table the 2004 Levy Certification Payable in 2005 to an adjourned meeting prior to December 20, 2004. (6-0) 7. Nierengarten/Rieke to approve the bills for audit for December 17, 2004 in the total amount of $298,397.14 as presented. (6-0) 8. Rieke/Ackerson to approve the joint sponsorship of the Mental Health Agreement between New Ulm Public Schools and Sioux Trails Mental Health Center. (6-0) 9. Nierengarten/Rieke to recess the meeting and reconvene on December 20, 2004 at 5:30 p.m. (6-0) 10. The meeting reconvened on December 20, 2004 at 5:40 p.m. Members present: Rieke, Ullery, Wachter, Wieland, Ackerson, Burkhart, and Nierengarten. Also present: Superintendent Remme and Business Manager Luhring and Director of Curriculum/Instruction and Personnel Sprung. 11. Nierengarten/Rieke to approve the 2004 Levy Certification Payable in 2005, with modification to line 287, which results in a total certified levy amount of $3,275,553.21. (7-0) 12.
