NOTICE OF INFORMAL PROBATE OF WILL AND APPOINTMENT OF PERSONAL REPRESENTATIVE AND NOTICE TO CREDITORS

ESTATE OF Richard F. Slander DECEDENT

Notice is given that an application for informal probate of the Decedent's will dated May 29, 1997, under Minn. Stat. 524.2-513 ("Will"), has been filed with the Registrar. The application has been granted.

Notice is also given that the Registrar has informally appointed Terry Slander whose address is: P.O. Box 666, New Ulm, MN 56073 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed with the Court (pursuant to Minn. Stat. 524.3-607) and the Court otherwise orders, the personal representative has full power to administer the Estate including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.

Any objections to the probate of the will or appointment of the Personal Representative must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and proper notice of hearing. Notice is also given that (subject to Minn. 524.3-801) all creditors having claims against the Estate are required to present the claims to the personal representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

Notice is hereby given, that an application for informal probate of the above named decedent's last will, dated December 5, 1988, has been filed with the Registrar herein, and the application has been granted informally probating such will. Any objections may be filed in the above named Court, and the same will be heard by the Court upon notice of hearing fixed for such purpose.

Notice is hereby further given that informal appointment of John Lawrance Niehoff, whose address is 1991 Clarence St., Maplewood, MN 55109, as personal representative of the estate of the above named decedent, has been made. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative and the personal representative is empowered to fully administer the estate including, after 30 days from the date of issuance of his letters, the power to sell, encumber, lease or distribute real estate, unless objections thereto are filed with the Court (pursuant to Section 524.3-607) and the Court otherwise orders.

NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN,

that the City Council of the City of New Ulm, Brown County, Minnesota will meet in the Council Chambers in the Public Library on Tuesday, March 18, 2003 at 7:00 p.m. to consider ordering the following improvements to be made, to-wit with the exception of Items 2, 3, 5, 6, 7a, 7b and 9, which were previously approved: 2003 UTILITY, STREET AND ALLEY IMPROVEMENTS-GROUP I 1. Jefferson Street, 7th South Street and 6th South Street - Sanitary sewer main/trunk line and water main replacement; sanitary sewer and water end service replacement; reconstruction of the existing roadway section including replacement of concrete curb and gutter and driveways (Jefferson Street only); storm sewer modification; pavement edge drains; excavation and subgrade correction; granular base; bituminous paving; street lighting conduit system and selective replacement of concrete sidewalk on Jefferson Street from 11th South Street to 6th South Street and on 6th and 7th South Streets between Jefferson and Payne Streets; 2. German Street - Water main, sanitary sewer and water end services, grading, aggregate base, bituminous base, concrete curb and gutter, concrete sidewalk, concrete driveway pavement, bituminous surfacing, storm sewer, boulevard restoration and street lighting from 19th to 20th South Street; 3. 19th South Street - Water main, grading, aggregate base, bituminous base, concrete curb and gutter, concrete sidewalk, concrete driveway pavement, bituminous surfacing, storm sewer, boulevard restoration and street lighting from Minnesota to German Street; 4. German Street - Water main and sanitary sewer and water end services from 16th to 19th South Street; 5. Alleys - Grading, aggregate base, bituminous surfacing, seven inch (7") concrete driveway pavement, bituminous & miscellaneous removals and restoration necessary to construct an alley pavement section on two (2) petitioned alleys: (a) Alley Block 5 South of Center Street; and (b) Alley Block 59 North of Center Street; 8. 13th North Street/State Street - Storm sewer construction to serve Alley in Block 93 North of Center Street (reroute alley storm sewer from State Highway 14 to 14th North and State Street); 9. Sidewalk Improvements - Construct the uncompleted four inch (4") concrete sidewalk, pedestrian ramps and seven inch (7") concrete alley approaches at the following locations: (a) South Minnesota Street from 13th to 14th South Street (uncompleted both sides); (b) 16th North Street from Jefferson to Payne Street (uncompleted north side); and (c) 7th South Street from Payne to Jefferson Street (uncompleted both sides); 10. Eighth North Street - Reconstruct storm sewer outfall at Valley Street; 11. Shooting Range - Place and compact excess common excavation at proposed Trap Range Expansion site; and 12. BMX Facility - Construct storm water control berm. pursuant to Minnesota Statutes, Sections 429.011 to 429.111. The area proposed to be assessed for such improvements is each lot, piece and parcel of property specially benefited by said improvements. The total estimated cost of the 2003 UTILITY, STREET AND ALLEY IMPROVEMENTS - GROUP I project is $2, 057,900.
