Payne, New Ulm, died Sunday, March 21, 1999, at New Ulm Medical Center.    Arrangements are pending with Minnesota Valley Funeral Home, New Ulm.    Armin A. 'Robby' Robinson, 79, died on Saturday, March 20, 1999, at Springfield Medical Center.    Services will be 10:30 a.m. Tuesday at St. Thomas Catholic Church, Sanborn, with burial in the City Cemetery. There will be a Parish prayer service 7:30 p.m. today at Sturm Funeral Home, Springfield.    Visitation will be 4-8 p.m. today and 7:30-9 a.m. Tuesday at Sturm Funeral Home, Springfield, and will continue Tuesday at the church one hour prior to the service.    He is survived by his wife Pauline of Sanborn; sons, Richard and wife Kathleen of Northfield and Bruce and wife Barbara of West Columbia, S.C.; daughter-in-law Sarah Wuest of Minneapolis; and grandchildren, Samuel, Ben, Katie, Rae, Molly, Bryan and Rachel Del Robinson.    He was preceded in death by son Barry, in 1998; and brother Waldemar.    He was born Nov. 7, 1919 in Sandstone, Minn., to Charles and Clara (Schmid) Robinson. He attended St. Mary's School in Sleepy Eye and served in the Army during World War II. He married Pauline LaMay on Jan. 15, 1942, in Sleepy Eye. He worked as a produce inspector for USA. He started Robby's Produce in Sanborn in 1948. He sold insurance and then worked for Arbie's Feeds. He was a former member of Sanborn Community Clubs and served as its president. He belonged to Sanborn American Legion, and DAV. He served on the school board. He was mayor of Sanborn and was a member of the Sanborn Fire Department. He was a member of the board of directors of Sanborn Housing and was a member of St. Thomas Catholic Church.
